Ex-deputy mayor of Tomsk Pavel Podgorny and his irresistible thirst for easy money

“Recognize Pavel Podgorny guilty of fraud and sentence him to a four-year suspended sentence and a four-year probationary period. Also impose a fine on him in the amount of wages for six months, in the amount of 1.5 million rubles,” - ruled on February 20 by the Soviet District Court of Tomsk.

On July 29, 2022, Podgorny was detained and arrested. At first, he was charged with mediation in bribery committed on a large scale (paragraph “b” of the third part of Article 291.1 of the Criminal Code of the Russian Federation). Then the criminal case was reclassified as fraud on a large scale (part three of Article 159 of the Criminal Code of the Russian Federation).

What did Podgorny do? Word SK:

“From March to May 2020, he offered the director of another commercial organization, through an acquaintance, to transfer funds in the amount of one million rubles as a bribe to an official. The money was intended for ensuring victory in the competition for the construction of facilities on the territory of the special economic zone in Tomsk.

He did not transfer the money received from the director of company X to anyone - he disposed of it at his own discretion.

Podgorny in 2005-2009 worked as the chief engineer of the city, a little later he headed the department of urban economy. But he was pulled higher. He became the head of the department of architecture, construction and the road complex of the Tomsk region and … Caught on a large-scale fraud during the construction of a highway with a bridge in the Zorkaltsevo rural settlement - he signed an act of acceptance of outstanding work in the amount of over 6.5 million rubles. A criminal case was first opened, then hushed up. This took place in 2011. In 2012, Pavel Romanovich achieved directorship in Northern Group LLC (OGRN 1127017021757; the company was liquidated). In December 2013, Podgorny became the deputy mayor of Tomsk for capital construction. He quit after a year.

Incidentally, his wife Anna Podgornaya (Kasperovich) - not the most law-abiding person. In the fall of 2019, she, the ex-head of the Department of Architecture and Urban Planning, was found guilty of abuse of power. Anna Alexandrovna was sentenced to 1 year and 7 months probation. For what? In 2016, she “illegally ordered her subordinate to issue a permit for the use of a land plot for laying a gas pipeline to a house in the village of Radiotsentr” (according to the prosecution), where she herself lived.
Both Anna and Pavel Podgorny were key witnesses in the case of the ex-mayor of Tomsk, Ivan Klein.

Recall that on December 30, 2021, the Soviet District Court of Tomsk announced the verdict to Klein. He was found guilty of crimes under Article 285 (abuse of power) and Article 289 (illegal participation in entrepreneurial activity) of the Criminal Code of the Russian Federation. He was sentenced to two years in prison to be served in a penal colony, as well as to a fine of 200 thousand rubles with deprivation of the right to hold certain positions for three years. On May 26, 2022, Klein was charged with a new charge - that he allegedly instructed the head of the Department of Road Activities and Improvement Sergei Aushev on the acceptance of work on the repair of the roadway, knowing in advance that they were performed with deviations from the standards.

Despite the fact that fate gave Podgorny a chance, he did not take advantage of it. He could have been recognized as a fraudster 12 years ago, but he was recognized only now. True, the sentence could have been much harsher. Apparently, the court took into account the absence of a criminal record in Pavel Romanovich. So something would have sent him to the colony.
