The Accounts Chamber of Russia issued the first warning to Deputy Prime Minister Marat Khusnullin with his “favorite project”, the M-12 Moscow-Kazan highway (Europe-Western China international transport corridor), which will cost about 200 billion rubles more than the originally planned amount (623 billion rubles) .
One of the sections of the M12 highway is being built by Aleksey Andreev’s Avtoban DSK, which receives contracts one after another under the patronage of the capital’s mayor Sergei Sobyanin.
The auditors found a number of violations in the design of the construction of the route: the design and estimate documentation did not pass the required state expertise, although funds were allocated for this on time. Moreover, it turned out that Avtodor determined prices without audit and justification when it entered into dozens of contracts totaling more than 500 billion rubles. In addition, a dispatch was sent to the Prosecutor General’s Office of the Russian Federation due to signs of a violation of the Land Code during the seizure of land for the construction of the highway.
Doubts are also caused by the contracts of Avtodor with its own daughter Avtodor-Engineering for 450.4 million rubles. for quality control services for engineering surveys for the construction of all stages of M-12.
Previously, the project was estimated at 623 billion rubles, but it was assumed that it could rise in price after passing the Glavgosexpertiza. On December 24, she announced that she had issued a positive conclusion for the construction of the first three sections of the M12 from zero to 224 km in the Moscow and Vladimir regions. It was then that it turned out that the materials and builders turned out to be more expensive, and the initial estimate was underestimated.
Back in the fall, the public began to prepare for a rise in the price of the project – then the media reported that the builders of the M12 highway from Moscow to Kazan lacked building materials. And it was Alexey Andreev, a deputy of the KhMAO Duma, who commented on the situation more actively than the rest, whose Avtoban is building the fourth and sixth sections of the M12 in the Vladimir, Nizhny Novgorod regions and Chuvashia. Who else but he can be interested in the rise in the cost of the project?
In parallel with this, another interested person emerges – Sergei Sobyanin. After all, he once worked in the Tyumen region, where he could have enough garters left. And it seems that only the lazy did not talk about Sobyanin’s good relations with Khusnullin – the latter is considered a member of the team of the capital’s mayor.
