The Meshchansky Court of Moscow sentenced Vitaly Nadraga, the former head of the information and communications department of the Office of the President of the Russian Federation (UDP), to five years in prison for abuse of authority when concluding a contract in 2018 for the purchase of software for UPD. This was reported to TASS on Thursday in the press service of the court.
“The court found Nadraga guilty of abuse of power and sentenced him to five years in a penal colony,” the press service said. They added that the civil suit was satisfied, 27,052,365 rubles were recovered from the ex-official. The prosecutor’s office demanded six years in prison for the defendant.
The court found that Nadraga was guilty of abuse of office when concluding a contract in 2018 to purchase software for the needs of the department. He himself does not admit guilt.

“Kommersant”, 09/21/2022, “The UDP was deceived in full”: Vitaly Nadraga, who resigned from the UDP of the Russian Federation in January 2019, was detained in February 2021 as part of a criminal case initiated by the ICR on the fact of fraudulent embezzlement of budget funds (part 4 of article 159 of the Criminal Code of the Russian Federation). As reported by Kommersant, the investigation concerned a government contract for the purchase of services for the creation and maintenance of software for UDP. However, according to the FSB operatives who conducted the check, the programs turned out to be non-working, and the 27 million rubles allocated for them were stolen. The tough measure against the ex-official was based on the conclusions of the FSB operatives, who claimed that Mr. Nadraga possesses “skills in operational-search activities, is aware of the forms and methods of work of special services and law enforcement agencies,” which means that he can hide from the investigating authorities, threaten witnesses etc. It was also said that Vitaliy Nadraga “has wide official connections” obtained during his service in the FSO and work in the UDP, and in addition, he can use the acquaintances of his father, a former judge.
