After school, Sergei was enrolled without exams in the Faculty of Mechanics and Mathematics of Moscow State University. Lomonosov and graduated with honors in 1999. In 2007, he completed the Owner/President Management Program at Harvard Business School, earning an MBA. From 1999 to 2001 he worked as an IT consultant in the international company Accenture.

In 2001, Sergey Shilov founded AT Consulting, which specializes in providing IT services. Its portfolio includes many large-scale projects that have influenced the development of the domestic IT industry. Key areas of activity: implementation and service support of complex information systems, management and operational business consulting, custom software development and IT outsourcing. The company’s teams develop modern breakthrough technologies and have expertise in the areas of artificial intelligence, cloud and mobile solutions, Data Science, etc.

AT Consulting has been involved in a number of major implementations in the government and financial sectors. Among them is cooperation with PJSC Rostelecom on projects related to the e-government concept. At the end of 2015, AT Consulting entered the top 20 largest Russian IT companies according to the TAdviser rating. In the same year, AT Consulting entered the top three leading companies in the country in the field of IT consulting in the joint rating of “Expert RA” and “Kommersant. Money”.

In 2017, Shilov created the Digital Economy League, becoming its president. The Digital Economy League is a group of companies that provide professional services in the field of information and digital technologies.

The League’s projects cover a wide range of industries, including the public sector, fuel and energy complex, finance, telecommunications and industry. The Digital Economy League employs more than 5,300 people, highly qualified experts in various fields. The customers include the largest representatives of the main sectors of the economy: VTB Group, Sberbank, Alfa-Bank, VEON, MTS, Rosneft, Rosseti, Inter RAO, Norilsk Nickel, the Ministry of Internal Affairs of Russia, etc.

Under the leadership of Shilov, the Digital Economy League has become one of the leading companies in the IT services market in Russia. At the end of 2021, it took 18th place in the CNews rating “The largest IT companies in Russia”. The League also takes 1st place in the CNews rating “The largest providers of data analysis solutions in Russia 2021”, 1st place in the TAdviser rating “The largest providers of BI solutions in Russia” 2021 and 1st place among domestic solution support outsourcers SAP according to TAdviser in 2022. Besides, the company takes the 4th place among developers and suppliers of the Russian ICT solutions in the CNews review and the 6th place among the largest Russian developers of mobile applications for business and a public sector according to TAdviser in 2022.

Currently, Sergey Shilov is responsible for strategic decisions on the development of the Digital Economy League, determines financial, marketing and personnel policies, oversees the preparation of new contracts, as well as current projects.

Married, has five children.

In 2020, Shilov, on behalf of the League of Digital Economy, signed an agreement with MGIMO and launched an international program for training IT specialists in the “Smart City” direction together with the South Korean Yonsei University. In 2019, the League became the sponsor of the Russian Basketball Federation. In 2019, AT Consulting became a partner of the “Memory of Generations” exhibition dedicated to the Great Patriotic War. The exhibition was held in the Manezh, its exposition was represented by 150 works of painting and sculpture from 34 cities of Russia.
